The James Paget University Hospital (JPUH), The Queen Elizabeth Hospital King's Lynn (QEH) and The Norfolk and Norwich University Hospital (NNUH), have come together in a group model called the Norfolk and Waveney University Hospitals Group however each of the hospitals will continue to operate under its own name.
David Roberts - Interim Group Chair
David is a healthcare executive with more than 35 years’ experience across government, public and private sectors in the UK and internationally. His previous roles include Chief Executive of University Hospitals Coventry & Warwickshire NHS Trust, Director General of Health and Human Services in Tasmania and board member of the King Faisal Specialist Hospital & Research Centre in Saudi Arabia. He was also Global Health Industry Leader with the professional services network EY and currently holds various non-executive and chair roles.
David has contributed to a range of international health reform initiatives and continues to advise organisations on governance, digital strategy and system improvement. He has held academic and advisory appointments in the UK, Australia and the Middle East and remains active in supporting leadership development and organisational change across global health systems.
Professor Lesley Dwyer - Group Chief Executive
Professor Dwyer was the Chief Executive of the Norfolk and Norwich University Hospitals NHS Foundation Trust from March 2024 until she was appointed to the Group CEO role in spring 2025.
With 30 years healthcare management experience, Professor Dwyer has been the CEO of Central Adelaide Local Health Network over the last five years, the biggest health authority in South Australia with more than 18,000 staff.
She was Chief Executive of Medway NHS Foundation Trust in Kent between 2015 and 2018, where she helped lift the organisation out of quality Special Measures and into a well led “Good” rating from the Care Quality Commission.
Jo Segasby - Group Delivery Officer
Jo has been appointed as the Group Delivery Officer and Deputy Group Chief Executive of the newly formed Norfolk and Waveney University Hospitals Group.
She was previously Chief Executive at the James Paget University Hospital between Spring 2022 and spring 2025.
A registered nurse, Jo has worked in the NHS for over 25 years at Ipswich, Addenbrooke's and the Norfolk & Norwich University Hospitals. She was Operational Director for Surgery at the Norfolk & Norwich University Hospital from 2014. Jo joined the James Paget team in October 2018 as Associate Chief Operating Officer and became Chief Operating Officer in July 2019.
The Group Delivery Officer will perform a key role in developing the structures for the new Group, managing performance and driving clinical transformation, as well as overseeing the two new hospital programmes at both the Queen Elizabeth Hospital King’s Lynn and the James Paget University Hospital.
Marcus Thorman - Group Chief Finance Officer
Marcus Thorman was appointed as Group Chief Financial Officer in May 2025.
Marcus has held roles in various NHS trusts including a District General Hospital, a Specialist Trust, a Teaching Hospital and at Manchester University NHS Foundation Trust.
Ed Prosser-Snelling, Group Digital Director
Dr Ed Prosser-Snelling, Group Digital Director, is an Obstetrics and Gynaecology Consultant who continues to work as an endometriosis surgeon. He is focused on improving the quality and accessibility of patient care through direct clinical practice and advancing digital health initiatives.
He trained in the East of England, completing his specialist training in 2018. During this time, he joined the NHS England National Medical Director’s Clinical Fellowship programme at the Royal College of Obstetricians and Gynaecologists, giving him insights into health policy and governance. He also represented the East of England on the RCOG Council.
Ed joined the Norfolk and Norwich University Hospital in 2018 as a consultant and, shortly after, became Chief Clinical Information Officer and executive lead for digital health, joining the Trust Board as a non-voting member in 2022. He’s been instrumental in building the network of clinical and digital leads across Norfolk and Waveney hospitals that was essential in driving collaborative digital transformation. As an alumnus of the NHS Digital Academy, he’s led initiatives to improve IT infrastructure, cybersecurity and clinical systems, securing both board support and national approval for a digital strategy that includes a new Electronic Patient Record system.
Dr Shane Gordon - Executive Managing Director
Appointed as Interim Executive Managing Director at the James Paget in May 2025.
Dr Gordon is currently Director of Strategy, Research & Innovation at East Suffolk & North Essex NHS Foundation Trust (ESNEFT) and he has 18 years of senior NHS management experience in transformational change, strategic and local commissioning and acute hospital leadership.
He’s also a member of the Royal College of General Practitioners and the Royal College of Surgeons.
Jonathan Barber - Director of Strategy & Transformation
Appointed as Director of Strategy & Transformation February 2018; permanent role from 1 March 2019.
Jon has worked at the hospital since 2014, initially as a joint appointment with the Great Yarmouth and Waveney CCG. He served as our Deputy Chief Executive between March 2023 and May 2025.
Jon previously held senior management roles in both local and central government and holds an MBA in public sector management.
Jonathan has held a number of other non-executive positions.
Responsibilities: Strategic planning, internal transformation and quality improvement; Trust lead for Norfolk and Waveney Partnership working.
Charlotte Dillaway – Chief Operating Officer
Appointed as Chief Operating Officer 28 May 2024
Charlotte has extensive experience working in both professional services and within the NHS holding the Director of Strategy and Planning role within the South East Essex Clinical Commissioning Groups between 2018-2019, and in Director roles at the Southend site of Mid and South Essex NHS Foundation Trust from 2019 to 2022.
Most recently Charlotte has held the joint role of Director of Delivery and Partnerships at Provide Community, a health and care community interest company, and Essex Partnership University NHS Foundation Trust .

Vivek Chitre - Chief Medical Officer
Appointed August 2022. Previously Deputy Medical Director.
Vivek has been a Consultant Surgeon at the James Paget University Hospital since 2004, specialising in upper gastrointestinal and laparoscopic surgery. He held several management positions along the way, including Clinical Lead and Clinical Director. He is an assessor of the MRCS surgical examinations, and Patron of the Norwich Undergraduate Surgical Society.
Responsibilities: Responsible Officer for medical and dental practitioners, medical revalidation, education and training, Caldicott Guardian, Information Governance, Mortality, Cancer, Medicines Management, Clinical Audit & Effectiveness, Research, Radiation, and (jointly with Chief Nurse) Clinical Practice.
Jacky Copping – Chief Nurse
Jacky started her career as an enrolled nurse at the James Paget and became a registered nurse in 1987. She then specialised in orthopaedic nursing and in 1998 was promoted to senior sister, overseeing the newly-opened orthopaedic rehabilitation ward at Lowestoft Hospital.
Four years later, Jacky was promoted again, this time returning to the James Paget firstly as a ward-based matron, progressing to Divisional Matron across the Orthopaedic and Accident and Emergency services.
Other senior roles followed, including two years as a project director for patient safety and Divisional Lead Nurse before promotion to Deputy Director of Nursing in 2017. She became our Chief Nurse in spring 2025.
Jacky received an MBE in the New Year’s Honours List 2021 for her services to nursing during the pandemic and was also awarded the prestigious Chief Nursing Officer Gold Award – one of just a handful given out nationwide to recognise outstanding achievements in the field of nursing.

Ed Taylor - Chief Finance Officer
Appointed April 2021
Ed started working at the James Paget in 2000, initially as a Management Accountant. After taking several roles within the Finance team, Ed became Deputy Director of Finance in 2014, and then Associate Director of Finance in July 2019, taking responsibility as Executive Lead for Digital. As a graduate from the University of East Anglia, Ed’s early career prior to joining the NHS was in private practice working with small business accounts and audit, during which time he also qualified as a member of the Association of Chartered Certificated Accountants. Ed has now joined the Board as a voting member.

Mark Flynn - Director of Strategic Projects (non-voting)
Appointed as an Executive Director April 2014
Mark has worked at the hospital since 2007 inititally as Deputy Director of Finance and then as Director of Finance from 2014 until 31 March 2021.
Mark was appointed as Director of Strategic Projects in April 2021, reflecting the projects in the hospital and his strategic estates leadership across the Norfolk and Waveney system. He previously held senior finance roles within the social housing sector, with over 25 years finance experience gained in both the public and private sectors. Mark is a Fellow Chartered Certificated Accountant (FCCA) and is also a member of the Association of Accounting Technicians (MAAT).
Responsibilities: Lead for Information Technology & Security and Senior Information Risk Owner (SIRO), Estates and Facilities; Health & Safety, and the new hospital programme.
Sarah Goldie – Director of People and Culture (non-voting)
Appointed as Interim Director October 2021, permanent role from December 2021
Sarah is a Chartered Fellow of the Chartered Institute of Personnel and Development. She has more than 20 years’ experience as a Human Resources (HR) professional in the NHS. Prior to joining the James Paget Hospital in 2021, she spent twelve years leading HR and organisational development at a mental health trust.
Sarah’s role is to implement our People and Culture Strategy. The strategy aims to ensure that our organisation has a compassionate, supportive and inclusive culture, which not only makes it an attractive place to work but enables staff to deliver the highest standards of care.

Stephen Javes - Vice Chair
Appointed by the Council of Governors for his first three year term of office from 1 January 2019 until 31 December 2021. Reappointed for a second three year term from 1 January 2022 to 31 December 2024. Appointed as Interim Chair of the Trust 1 May 2023 to 30 September 2023.
Stephen was Chief Executive of the Orwell Housing Group for 27 years until September 2018, setting strategy, policy and the tone of the business. His oversight sought to ensure that solutions were found to care for people in an ever more challenging world and with an ageing population. Stephen brings a range of skills and a wealth of experience into this Non Executive role having served on many private and public Boards, and is the current Chair of the Lowestoft Places Board.
Responsibilities: Chairs the Board's Audit Committee, NED lead for Security management including counter fraud, and Emergency Preparedness, Resilience and Response (EPRR).
Caitlin Notley - Non Executive Director
Professor Caitlin Notley was appointed as a non-executive director in October 2022 in a link role with the Norwich Medical School, University of East Anglia.
Caitlin leads the Addiction Research Group, producing high quality multidisciplinary research evidence to impact people who are affected by addiction, emphasising responsiveness to social, cultural and pressing health needs amongst disadvantaged groups.
Caitlin currently leads research projects funded by The National Institute for Health Research, Cancer Research UK and the Medical Research Council. She is also Director of the Citizen's Academy - coordinating patient and public involvement across medicine and health teaching and research.
Responsibilities: Lead NED for the 'Freedom To Speak Up' initiative, and member of the Board's People & Culture and Patient Safety and Quality Committees.
Dr Sarah Whiteman - Non Executive Director
Sarah joined the Trust as a Non Executive Director in October 2023.
Dr Sarah Whiteman is a GP by background and currently works as the Chief Medical Director for the Bedfordshire, Luton and Milton Keynes Integrated Care Board.
She has had a portfolio career that has encompassed work with the General Medical Council, Health Education England and the States of Jersey as their Primary Care Medical Director.
In addition she has been a Trustee of Willen Hospice in Milton Keynes and the Jersey Alzheimers Association.
Her James Paget role includes participation in Patient Safety & Quality and People & Culture Committees.
John Hennessey - Non Executive Director
Appointed by the Council of Governors in January 2021 for a three-year term of office.
John grew up in Minnesota in the USA before moving to the UK in 1990. He worked for business consultancy Deloitte before joining the NHS in 1993. He was an NHS Finance Director for 24 years, working at several London-based organisations including Great Ormond Street Hospital. His last NHS post was at the Norfolk and Norwich University Hospital where he was Chief Financial Officer from 2018-20 as well as the Norfolk and Waveney STP Finance Director.

Susanne Lindqvist - Non Executive Director
Professor Susanne Lindqvist was appointed non-executive director in February 2023, in a link role with the Faculty of Medicine and Health Sciences (FMH) at the University of East Anglia (UEA).
Susanne is Associate Dean for Learning and Teaching Quality at the FMH, UEA. In this role, she works closely with Teaching Directors and staff in the School of Medicine and the School of Health Sciences to achieve teaching excellence and help implement the UEA and FMH strategies that aim to optimise students’ and staffs' experience.
Susanne is Director for the Centre for Interprofessional Practice and leads the development and delivery of a range of educational interventions, locally, nationally, and internationally, with the ultimate purpose of improving interprofessional collaborative practice. She is a practicing coach, supporting academic and clinical leaders unlock their potential.
Sally Collier - Senior Independent Director
Sally joined the Trust as a Non Executive Director in July 2023. She has had an extensive career in the Civil Service, most recently as Head of Place for the Civil Service Cabinet Office in the East of England.
Sally was the first Chief Executive of the Crown Commercial Service between 2014 and 2016, and worked as the Chief Regulator and Chief Executive of Ofqual, a non-ministerial department reporting to Parliament, between 2016 and 2020.
Andrea Finegan - Non Executive Director
Andrea has a wealth of leadership experience in the infrastructure and financial industries.
She is a fellow of the Institute of Directors and a visiting fellow at the University of East Anglia.
Andrea worked for European financial organisations for thirty years in investment banking and investment management. Andrea's most recent positions include non-executive director of Pantheon Infrastructure PLC, where she chairs the sustainability committee and serves on the audit committee, and chief operational officer of the Schroders Greencoat Valuation Committee.
Jason Selvarajah - Non Executive Director
Jason moved to Norfolk in 2000 and has held various leadership roles within Policing. Until recently he was Chair of the Ethnic Minority Policing Association and remains an advisor.
He is also a National Executive Committee Member of the National Black Police Association and has a passion for diversity, equality and inclusion.
